Serbia is led by the fringe Clerical Fascist ZBOR party. Much of the country is still in an active state of warfare and civil war between the Germans (+their collaborators), Partisans and Chetniks

Banat is an autonomous region of Serbia.

After Ljotić's ascension to the position of prime minister, the government has only gotten more and more unpopular. And his failure to really combat any of the issues at hand has only made his support base even smaller.

Depends on who you ask in Serbia. The Partisans are divided between those looking to liberate all of the South Slavic countries from fascist occupation, while others only really want to liberate Serbia and don't care much about Yugoslavism or even Communism. From the Chetniks and Collaborators perspective, Yugoslavia was a failed experiment

German victory in WW2, German support and people generally just wanting the situation to calm down in Serbia
